Summary of OCC Proposed Rule Implementing the GENIUS Act for Stablecoin Issuance by OCC-Jurisdiction Entities

The Office for the Comptroller of the Currency (OCC) proposes implementing the GENIUS Act through a new 12 CFR part 15. The proposed rule would also amend existing OCC capital, corrective action, assessments, and enforcement rules. The OCC proposal is the agency’s main implementation rule for the portions of the Act assigned to the OCC. The Act becomes effective on the earlier of January 18, 2027, or 120 days after the primary stablecoin regulators issue final implementing regulations.
