Summary of Enhancing the Ability of Consumers to Control the Robocalls and Modernizing the Ability of Consumers to Control Robocalls

Updated 11/06/2026

The FCC is replacing its broad “revoke all” approach for informational communications with a more flexible category-based system, while also giving banks greater flexibility to send qualifying fraud and identity-theft alerts to phone numbers obtained from reliable sources. This rule will go into effect November 25, 2026. Additionally, the FCC has created a proposed notice of rulemaking, looking to reduce the timeframe callers must honor revocation requests, create requirements for two-way texting functionality, and require a “revoke all” method. This rule is only proposed as of now, and comments are accepted until November 25, 2026.
