Summary of Executive Order: Promoting Access to Mortgage Credit
Updated 03/23/2026
This Executive Order (EO) instructs agencies to consider broad changes affecting consumer home loan origination and servicing practices. The EO suggests changes to Regulation Z (implementing the Truth in Lending Act or TILA), Regulation X (implementing the Real Estate Settlement Procedures Act or RESPA), Regulation C (implementing the Home Mortgage Disclosure Act or HMDA), TILA-RESPA Integrated Disclosure (TRID) rules, appraisal rules, and bank capital standards, all with the aim to reduce costs of home loan origination and servicing and ultimately increase home lending activity in the banking sector.
