Summary of Loans to Executive Officers, Directors, and Principal Shareholders of Member Banks; Bank Holding Companies and Extensions of Credit to Insiders Proposed Rules

On August 4, 2026, and subsequently on August 6, 2026, the Federal Reserve Board (FRB), and the Federal Deposit Insurance Corporation (FDIC), respectively, issued proposed rules and requests for public comment on increasing the thresholds for certain extensions of credit to insiders. The proposals would also establish an indexing method to periodically adjust the thresholds over time. Additionally, the FRB proposal clarifies how the rule applies to aspects such as trusts, estates, undrawn lines of credit, insider status changes, and related interests, with the stated intention of reorganizing the text to make Regulation O easier to administer. Lastly, the proposal suggests codifying longstanding FRB interpretations of Regulation O application, and reorganizing sections to make the regulation more user-friendly.
