Regulation W implements Sections 23A and 23B of the Federal Reserve Act combining statutory restrictions on transactions between member banks and their affiliates. While Regulation W applies to state chartered member banks, other federal law brings insured nonmember banks and insured thrifts under the requirements of Sections 23A and 23B of the Act.
