Draft Policy Update: Modernizing and Strengthening Minimum Property Requirements (MPR)
On September 22, 2026, FHA INFO 2026-22 announced the posting of proposed policy updates to its Minimum Property Requirements (MPR) in the Single Family Housing Policy Handbook 4000.1 (Handbook 4000.1) for review and feedback.
To facilitate FHA’s review and analysis of feedback, stakeholders are encouraged to thoroughly review the content of the policy draft and use the Feedback Response Worksheet to provide feedback through November 6, 2026:
- Summary of Proposed Policy Changes includes a summarized list of the proposed updates to the FHA MPRs that reorganize, refine, and align policies, as practicable, with modern industry practices which are incorporated into the two drafts below.
- Modernizing and Strengthening Minimum Property Requirements – Clean Version with Summary includes a summarized list of the proposed updates, and line numbers in the left margins to aid in referencing feedback that reviewers provide in the Feedback Response Worksheet.
- Modernizing and Strengthening Minimum Property Requirements – Redline Version with changes tracked in redline to help reviewers identify the proposed policy requirements being revised, added to or removed from Handbook 4000.1.
