Summary: Expanded Examination Cycle – Interim Final Rule & Request for Comments

On September 14, 2026, the Office of the Comptroller of the Currency (OCC), Board of Governors of the Federal Reserve System (Board), and Federal Deposit Insurance Corporation (FDIC) issued an interim final rule expanding eligibility for the 18-month on-site examination cycle. The rule implements section 903 of the 21st Century ROAD to Housing Act by increasing the applicable asset threshold from less than $3 billion to less than $6 billion for qualifying insured depository institutions (IDIs). The agencies also made parallel changes for qualifying United States branches and agencies of foreign banks.
