Summary of FinCEN Alert on Fraud Schemes Targeting Federal Student Aid

The Financial Crimes Enforcement Network (FinCEN) has issued a new alert warning financial institutions about organized fraud schemes targeting Federal Student Aid (FSA) programs. Criminal groups are using stolen identities, synthetic identities, and willing “straw students” to enroll at colleges and collect aid refunds without pursuing a legitimate education. In some cases, fraudsters use artificial intelligence or paid accomplices to complete enough online coursework to keep the fraudulent student enrolled until the refund is released. FinCEN also warns that school employees may assist these schemes by manipulating enrollment or academic records.
