Effective Date: Forms and Procedures for Review of State Certifications by the Stablecoin Certification Review Committee

AGENCY:

Department of the Treasury.

ACTION:

Interim final rule; request for comments.

SUMMARY:

This interim final rule establishes the process by which state regulators may seek federal approval to supervise certain payment stablecoin issuers under the GENIUS Act. The interim final rule creates standardized certification and annual recertification requirements that states must submit to demonstrate their stablecoin regulatory frameworks are substantially similar to, or exceed, federal standards. The rule outlines review, approval, denial, appeal, and resubmission procedures, and requires states to report material regulatory changes and significant changes in circumstances on an ongoing basis. For most community banks, the proposal has no direct operational impact today, but it is an important development in the emerging stablecoin regulatory framework because it establishes how state-regulated stablecoin issuers may operate under a federally recognized supervisory role and signals continued federal efforts to create consistent oversight of digital payment stablecoins.

DATES:

Effective date: This interim final rule is effective September 30, 2026; however, certifications will not be accepted until after Paperwork Reduction Act approval of the information collection. Treasury will post a notification on its website as to when certifications will be accepted.

Comment date: Comments on this interim final rule must be received on or before November 30, 2026.
