Notice of proposed rulemaking (NPRM).
SUMMARY:
The U.S. Treasury has issued a NPRM to implement Section 3 of the GENIUS Act, establishing a federal framework governing the issuance, offer, and sale of payment stablecoins in the United States. The proposal aims to create a uniform, enforceable structure for stablecoin activity, with strong consumer protection, prudential oversight, and cross‑border enforceability.
